Appropriates $2,100,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to Treatment Alternatives for Safe Communities (TASC).

Funds specialized case management services for individuals in pretrial detention in Winnebago County and St. Clair County who would no longer be eligible for detention under the Pretrial Fairness Act.

Targets individuals arrested under changes to Article 110 of the Code of Criminal Procedure made by Public Acts 101-652, 102-28, and 102-1104.

TASC has provided behavioral health assessment and case management services since 1976, with documented outcomes including 71% reduction in rearrests for drug and property crimes and 44% lower likelihood of reincarceration within 7 years.

Takes effect immediately upon becoming law.
