Creates a New Arrival Student Grant Program administered by the State Board of Education to provide grants to school districts supporting undocumented immigrant students, refugee students, and students who have applied for asylum.

Defines "new arrival student" as a student who is an undocumented immigrant, has entered the United States in refugee status, or has applied for asylum in the United States.

Requires school districts to submit applications to the State Board of Education in the manner and with information the Board reasonably requires; excludes school districts organized under Article 34 of the School Code from eligibility.

Directs the State Board to annually distribute funds based on consideration of the number of new arrival students enrolled at all school levels, the specific needs of new arrival students in each district, and the district's ability to meet those needs.

Takes effect July 1, 2023, subject to specific State appropriation for the program.
