HB5866 - 9-8-8 Suicide and Crisis Lifeline Task Force Act

• Creates a 12-member task force plus the State's Chief Behavioral Health Officer to examine the first year of Illinois' 9-8-8 suicide and crisis lifeline implementation launched in July 2022.

• Task force composition includes 4 House members, 4 Senate members, and representatives from the Departments of Human Services, Public Health, Healthcare and Family Services, and Insurance, with co-chairs selected from legislative members.

• Task force must review operational data, previous workgroup recommendations, other states' models, and testimony from providers and advocates to identify strengths, weaknesses, and service gaps in Illinois' 9-8-8 system.

• Requires task force to develop and file an action plan by December 31, 2023 with recommendations on call center network structure, success metrics, sustainable funding sources beyond fiscal year 2025, and long-term governmental infrastructure for crisis response services.

• Act automatically repeals on January 1, 2025 and takes effect immediately upon enactment.
