Urges the Illinois State Board of Education to establish and manage a program designating Purple Star Schools that support the educational and social-emotional needs of military-connected children.

Requires designated Purple Star Schools to meet minimum criteria including: designating a staff point of contact for military students and families, maintaining a dedicated website page with military family resources, establishing a student-led transition program with a coordinator, and providing professional development on military student considerations.

Directs the State Board of Education to utilize the Military Child Education Coalition for resources and information in establishing and managing the Purple Star School program.

Requires the State Board of Education to submit annual reports by December 31 beginning in the 2022-2023 school year identifying which schools have been designated as Purple Star Schools.

Acknowledges that military-connected students move 6 to 9 times between kindergarten and high school graduation and must navigate significant social-emotional challenges from frequent relocations and parental deployments.
