Creates the Carbon Capture, Utilization, and Storage Legislation Task Force to study carbon sequestration opportunities in Illinois, which has geological formations (Mount Simon sandstone and Eau Claire shale) suitable for storing liquefied carbon dioxide.

Task Force consists of 20+ members including the Director of Natural Resources (chair), legislative appointees, environmental agency directors, university representatives, and stakeholder representatives from farming, environmental, energy, labor, and business sectors.

Task Force shall meet at least monthly and study carbon capture projects including ownership rights, liability for long-term storage monitoring, pore space acquisition, safety procedures, fee structures, pipeline development, and federal regulatory coordination.

Department of Natural Resources provides administrative support for the Task Force operations.

Task Force must submit final report by December 31, 2022 and dissolves upon filing of that report.
