Frederick was shot down over North Vietnam on December 7, 1965, captured, and died in captivity on July 19, 1972 after more than 2,400 days as a prisoner of war

Posthumously promoted to Chief Warrant Officer 4 and awarded the Navy Cross, Silver Star, two Legions of Merit, and Bronze Star for his actions as a POW and resistance to enemy propaganda

Directs the Illinois Department of Transportation to erect plaques or signs at suitable locations identifying the memorial highway and to present a copy of the resolution to Frederick's family and the Secretary of Transportation
