Designates the Interstate 290 Corridor (Eisenhower Expressway and CTA Blue Line) as a project of state, regional, and national significance requiring reconstruction and modernization with estimated costs exceeding $4 billion.

Acknowledges that original expressway construction (1954-1960) displaced 13,000 families and 400 businesses from Chicago, removed over 100 buildings in Oak Park, and relocated 3,500 graves, contributing to demographic shifts and racial inequities in affected neighborhoods.

Establishes goals for corridor reconstruction to include racial equity enhancements, open space promotion, community enhancement, and sustainable and innovative transportation practices including pedestrian/bike lanes and rapid bus transit.

Requests that the U.S. Department of Transportation provide sufficient resources to the Illinois Department of Transportation to begin engineering and expeditiously advance the project.

Directs that copies of the resolution be delivered to the U.S. Secretary of Transportation and all members of the Illinois Congressional Delegation.
