Designates the Rochelle State Route 251 overpass as the "Sen. John B. 'Jack' Roe Overpass" in honor of the former Illinois State Senator.

Requests the Illinois Department of Transportation to erect plaques or signs at suitable locations identifying the overpass by Senator Roe's name, consistent with state and federal highway regulations.

Recognizes Senator Roe's legislative accomplishments, including sponsoring the Illinois Campaign Disclosure Act and securing funding for the North-South Freeway and U.S. 20 Freeway Bypass system.

Acknowledges Senator Roe's role in obtaining funding and leadership that made the Rochelle overpass construction possible after being approached in 1976 to address traffic delays caused by up to 80 trains daily crossing U.S. Route 51.

Directs that copies of the resolution be presented to Senator Roe's family, the Secretary of the Illinois Department of Transportation, and the Mayor of Rochelle.
