Earl Williams Riggins was born November 16, 1924, in Champaign and served in the U.S. Marines aboard the USS Indianapolis

Riggins survived five nights and four days in shark-infested waters after the USS Indianapolis was torpedoed and sank on July 30, 1945, as one of 317 survivors out of 1,197 crew members

Illinois Department of Transportation is requested to erect plaques or signs at suitable locations to designate the memorial highway in compliance with state and federal regulations

Copies of the resolution shall be presented to Riggins's family, the Mayor of Newman, and the Illinois Department of Transportation Secretary
