Creates the Addressing the Illinois Teacher Shortage Task Force to study and analyze Illinois' teacher shortage, including impacts of the COVID-19 pandemic.

Task Force shall audit teacher licensure laws and rules to identify impediments to quality teachers entering the classroom, and review required examinations and professional development requirements.

Task Force composition includes 14 members: representatives from statewide teachers' organizations, school administrators, school boards, principals, various school district types, teacher education programs, and four legislative members appointed by House and Senate leadership.

All Task Force appointments must be made within 30 days, members serve without compensation, and the State Board of Education shall provide administrative support.

Task Force must submit a final report to the General Assembly by December 31, 2022 with recommendations to address the teacher shortage, after which the Task Force is dissolved.
