Honors Herschel Luckinbill (1945-2020), a Vietnam War veteran who served two tours aboard the USS O'Brien and was the first American ship to receive direct enemy hits on December 23, 1966

Recognizes Luckinbill's service to Fox Valley communities including leadership of the Fox Valley Veterans Breakfast Club, raising over $100,000 for Honor Flight Chicago, and bringing The Moving Wall Vietnam Veterans Memorial replica to Aurora (200,000+ visitors) and Oswego (175,000+ visitors)

Directs suitable copies of the resolution be presented to Luckinbill's family and the Secretary of Transportation
