Creates the Heirs' Property Study Task Force to examine methods to address heirs' property issues in Illinois, where land has been passed down informally without clear title or documented legal ownership

Task Force must determine the amount of heirs' property land in Illinois, study federal and state legislation impacts, analyze approaches from other states, and assess economic costs and benefits of addressing the issue

Heirs' property is identified as the leading cause of involuntary land loss among African Americans, with USDA reporting 80% loss of African American-owned farmland since 1910

Task Force membership includes 3 House members (appointed by Speaker), 3 Senate members (appointed by Senate President), and designees from the Department of Agriculture, Housing Development Authority, Department of Natural Resources, and Illinois Municipal League

Final report due to the General Assembly by December 31, 2022, after which the Task Force dissolves; members serve without compensation and Department of Agriculture provides administrative support
