Creates the Heirs' Property Study Task Force to examine current and prospective methods to address heirs' property issues in Illinois, with a final report due by December 31, 2022.

Task Force shall determine the amount of land in Illinois subject to heirs' property, study impacts of federal and state legislation on partition of such land, and analyze approaches used by other states that could apply to Illinois.

Task Force shall estimate the economic costs of heirs' property to Illinois and the benefits of proactive measures to address the issue.

Composition includes 12 legislators (3 House members appointed by Speaker, 3 by House Minority Leader, 3 Senate members appointed by Senate President, 3 by Senate Minority Leader), plus directors or designees from Department of Agriculture, Housing Development Authority, Department of Natural Resources, and Illinois Municipal League.

Department of Agriculture shall provide administrative support; all members serve without compensation and the Task Force dissolves upon filing its final report.
