Creates a Task Force on Black Immigrants to study the conditions of Black immigrants in Illinois and provide recommendations for assistance.

Task Force consists of 16 members serving without compensation, including representatives appointed by the Speaker of the House and Senate President (who serve as co-chairs), legislative minority leaders, Black Caucus chairs, Governor, Lt. Governor, and representatives from immigrant advocacy organizations.

Includes ex officio members from the Department of Human Rights and Department of Human Services.

Department of Human Rights shall provide administrative support to the Task Force.

Task Force must submit a final report to the General Assembly by December 31, 2022, and dissolves upon filing the report.
