Creates the Illinois Lottery Special Cause Instant Ticket Task Force to evaluate the financial performance and effectiveness of nine special cause lottery tickets supporting organizations like Special Olympics, multiple sclerosis, HIV/AIDS, veterans, breast cancer, education, police memorials, homeless prevention, and Alzheimer's disease.

Task Force directed to identify total funds each recipient organization received annually since ticket inception, determine what portion of organizational income derives from lottery tickets, and compare net proceeds of special cause tickets to standard lottery tickets at equivalent price points.

Membership consists of the Governor (Chair), Illinois Lottery Director, two House members (one from Speaker, one from Minority Leader), two Senate members (one from President, one from Minority Leader), and four public/private sector experts in accounting, nonprofit oversight, lottery management, and lottery ticket supply.

Task Force members serve without compensation, must comply with Illinois Freedom of Information Act and Open Meeting Act requirements, and Illinois Lottery provides administrative support.

Final report due to Governor and General Assembly by December 31, 2022, with Task Force dissolved upon report submission.
