Affirms that every child has the right and opportunity to engage in outdoor activities including exploring nature, playing in open spaces, and learning in outdoor settings.

Acknowledges that children spending less time outdoors has adverse health, social, and emotional consequences.

Recognizes that outdoor learning through classrooms, gardens, field studies, and outdoor labs increases student academic performance, reduces disciplinary problems, and improves student engagement.

States that children need to understand natural systems and the relationships between natural and human-built systems to make informed decisions about natural resource management.

Directs copies of the resolution be sent to the Directors of the Illinois Department of Natural Resources, Illinois Environmental Protection Agency, Illinois Department of Children and Family Services, and the Governor.
