Creates a Commission on the Social Status of Black Males to study social conditions of Black males and develop evidence-based policy and system changes to improve their life outcomes in Illinois.

Commission consists of 21 unpaid members including two State Representatives appointed by the Speaker of the House (one as co-chair), two appointed by the House Minority Leader (one as co-chair), and 17 members appointed by co-chairs including a U.S. Representative, four city elected officials, six students (three high school and three college), three nonprofit representatives, and three public members.

Requires the Commission to meet at least four times per year and civically engage communities throughout Illinois to fulfill its mandate.

Department of Children and Family Services shall provide administrative support for the Commission.

Commission shall submit quarterly updates to the General Assembly and file a final report of evidence-based recommendations by January 1, 2023, after which it is dissolved.
