Requests the Illinois Secretary of State to study the need and feasibility of allowing registered vehicle owners and licensed drivers to request notices be sent to their email addresses instead of mailed addresses.

Directs the Secretary of State to examine other states' practices for emailing legally required notices to drivers and vehicle owners.

Addresses the problem that many notices mailed by municipalities, counties, and the Secretary of State are returned as undeliverable because vehicle owners and drivers have moved and failed to update their addresses on file.

Requires the Secretary of State to submit a report on the study findings to the Illinois House of Representatives by August 31, 2021.

Directs copies of the resolution be delivered to the Illinois Secretary of State and the Chairs of the Illinois Senate Transportation Committee.
