Directs the Illinois Auditor General to conduct a performance audit of the State's response to the COVID-19 outbreak at the LaSalle Veterans' Home, which occurred in November 2020.

Audit must examine the Department of Veterans' Affairs response to the outbreak, including actions taken to address recommendations from the Illinois Department of Public Health's November 13, 2020 site visit.

Audit scope includes infrastructure improvements, operating protocol changes, staff training, monitoring effectiveness, State funding received and expended during fiscal years 2020 and 2021, and compliance reviews conducted since 2015.

Requires the Illinois Department of Veterans' Affairs, Illinois Department of Public Health, Office of the Governor, and other relevant State agencies to cooperate fully with the Auditor General's investigation.

Auditor General must commence the audit as soon as practical and report findings and recommendations in accordance with the Illinois State Auditing Act.
