Declares physical education as an essential and integral part of educating the whole child and affirms that all Illinois students should have access to equitable, high-quality, standards-based physical education programming supported by adequate resources and funding.

Recognizes physical education as a public health tool that improves students' physical, social, and emotional well-being while enhancing academic performance, mental health, and social-emotional learning skills.

Identifies racial disparities in physical education access, noting that Black and Latinx students have less access to certified physical education teachers and are less likely to be physically active, leading to lower fitness and poor academic outcomes.

Notes that COVID-19 has eroded physical education programming and urges schools to ensure all students receive standards-based physical education teaching the Illinois Physical Development and Health Goals and Standards when returning to full operations.

Urges all physical education programs to comply with and be accountable to the Illinois School Code and directs distribution of the resolution to state education officials and education organizations.
