Calls for a comprehensive national mobilization to address racial injustice, mass unemployment, pandemic impacts, and climate change through the "THRIVE Agenda" (Transform, Heal, and Renew by Investing in a Vibrant Economy).

Directs millions of good union jobs through infrastructure investments including clean energy, broadband, building retrofits, public health care work, agricultural support, and clean manufacturing.

Requires at least 40 percent of investments to benefit communities of color, low-income areas, deindustrialized regions, and environmentally overburdened communities through equitable hiring and contracting.

Strengthens worker power by supporting passage of the Protecting the Right to Organize Act, repealing secondary boycott bans, requiring employer neutrality in union organizing, and advancing sectoral bargaining agreements.

Commits to carbon pollution-free electricity by 2035, protects sovereign Native Nations' rights including implementation of the UN Declaration on the Rights of Indigenous Peoples, and provides economic transition support for workers in affected industries.
