Urges the Bank on Commission (housed in the Illinois Comptroller's Office) to develop recommendations for improving financial capability of students enrolled in Illinois public colleges and universities

Calls for the Bank on Commission to select at least one member to lead a task force focused on improving financial literacy outcomes for students at two and four-year public institutions

Task force composition should include young adults, financial institutions, community-based organizations, practitioners, teachers, and professors serving in an advisory capacity

Directs state agencies including the Illinois Board of Higher Education, Illinois Student Assistance Commission, Illinois State Board of Education, and State Treasurer's Office to cooperate by submitting information to the task force

Sets a deadline of December 31, 2022 for the task force to complete its work and submit recommendations to the Governor's Office and General Assembly
