Expresses concern about rising anti-Semitism at the University of Illinois at Urbana-Champaign, including incidents that prompted a federal complaint with the U.S. Department of Education's Office of Civil Rights.

Encourages the University of Illinois Board of Trustees to adopt the International Holocaust Remembrance Alliance working definition of anti-Semitism as a basis for university policies and actions.

Requires the Board of Trustees to report to the Board of Higher Education and Illinois General Assembly by August 1, 2021 and every 180 days thereafter on implementation steps.

Mandates training to counter anti-Semitism for administrators and faculty, anti-Semitism awareness training for new students, and enforcement of student conduct codes prohibiting intimidation and disruption of Jewish students and organizations.

Directs copies of the resolution be delivered to each member of the University of Illinois Board of Trustees.
