Creates the Task Force on Foster Youth Transitioning Out of Care to investigate declining outcomes for foster youth after leaving care and develop recommendations for DCFS to improve transitions

Task Force consists of 10 unpaid members: DCFS Director (serving as Chair), State Appellate Defender Board Chairman, two former foster youth appointed by the Governor, three House members appointed by the Speaker, and three House members appointed by the Minority Leader

DCFS shall provide administrative support for the Task Force

Task Force must meet monthly for the duration of the 102nd General Assembly and submit a final report by the last day of the 102nd General Assembly, after which it dissolves
