As of September 30, 2021, Chicago expressways experienced 185 shootings, more than double the 83 recorded in the same period in 2020, resulting in at least 85 wounded and 16 killed.

Illinois State Police report that most expressway shootings are opportunistic crimes rather than road rage incidents, occurring when individuals with existing conflicts cross paths on interstates.

Federal law under the 1956 Interstate Highway Act generally prohibits tolling on interstate highways, though Congress has authorized limited pilot programs allowing states to collect tolls for road improvements only.

The House calls on U.S. Congress to authorize a policy change permitting existing federally-funded interstates to become state tollways to address safety concerns on the Dan Ryan Expressway (I-57).
