Urge the Illinois State Board of Education to finalize revisions to district spending plan templates and make all districts' Evidence-Based Funding spending plans publicly available on the ISBE website starting with Fiscal Year 2023 by January 2023.

Direct analysis to model options for differentiating existing cost factors and adding new cost factors to the formula's Adequacy Target calculation to understand implications for racial equity and fiscal impact.
