Support continued and increased development and delivery of oil from North American reserves, including the Bakken Reserves in Montana, North Dakota, and South Dakota, to American and Illinois refineries.

Urge Congress to support continued and increased development and delivery of Canadian oil to the United States, citing Canada as the single-largest oil supplier at 4 million barrels per day.

Urge approval of the Keystone XL pipeline project, which would carry 700,000 barrels of North American crude oil to American refineries and is projected to create 120,000 jobs nationwide and generate $20 billion in economic growth.

Emphasize that expanding North American oil supplies would reduce U.S. dependency on foreign sources, improve national security, and reduce gasoline costs while strengthening U.S.-Canada ties.

Direct copies of the resolution to the President, U.S. Secretaries of Interior and Transportation, the Federal Energy Regulatory Commission, and members of the Illinois Congressional Delegation.
