Documents significant progress since 1972, including women's college graduation rates increasing from 8 percent to 39 percent with bachelor's degrees and high school girls' athletic participation increasing tenfold to 42 percent of high school athletes.

Acknowledges ongoing work needed to address disparities in girls' and boys' sports funding in schools with predominantly minority student bodies, gender-based pay gaps in education fields, and continued sexual harassment and discrimination based on sexual orientation and gender identity.

Commits Illinois to recommit to Title IX ideals and work to expand protections for equal rights in education.
