Urges the President of the United States to develop and implement new domestic energy exploration and production policies for oil, natural gas, coal, oil shale, and oil sands to strengthen U.S. energy security and provide stable, affordable energy prices.

Calls for sustained federal research and development partnerships with private industry, universities, and national laboratories to minimize environmental impacts and reduce carbon footprint of underutilized fuel development on federal lands and offshore.

Notes that approximately 97% of the Outer Continental Shelf (1.76 billion acres) is under federal moratoria, and approximately 83% of onshore federal lands are under moratoria or severely restricted, preventing exploration of estimated resources including 86 billion barrels of oil and 420 trillion cubic feet of natural gas.

States that modern extraction technology has significantly evolved over the past 26 years, reducing environmental impact and spillage rates to 0.001% through advanced seismic imaging, pressure gauges, and safety valves.

Directs copies of the resolution to be delivered to the President, U.S. Secretary of the Interior, U.S. Secretary of Transportation, Federal Energy Regulatory Commission, and all members of the Illinois Congressional Delegation.
