Directs the Illinois Auditor General to conduct a performance audit of the Department of Children and Family Services (DCFS) regarding child deaths resulting from the agency's failure to protect vulnerable children.

Requires the audit to examine changes made to operating protocols and staff training to prevent deaths of DCFS-involved youth and reduce unnecessary stays in psychiatric facilities.

Mandates review of monitoring efforts to determine effectiveness of safety improvements and protocols for children in DCFS care.

Requires documentation of state funds received and expended during fiscal years 2020-2021 to address preventable deaths and psychiatric facility placements, as well as costs of defending lawsuits related to DCFS placement failures.

Directs examination of DCFS compliance efforts with court orders holding Director Marc Smith in contempt for failing to properly place youth, with multiple contempt citations occurring in 2022.
