Commemorates the life and death of Jessie Teen (Spurlin) Foster, who passed away on April 7, 2022, at age 86.

Recognizes her accomplishments including work as a devoted family member, Girl Scouts and PTA volunteer, chairman of the West End Block Club, Chicago Public School employee, and co-owner of Foster and Foster Construction.

Notes her educational background from Lexington, Mississippi through Farragut High School and Triton College for computer programming.

Acknowledges her adventurous spirit and extensive travels to Germany, Spain, Italy, Greece, Croatia, Belize, and Venice with her daughters and grandchildren.

Extends the House of Representatives' sincere condolences to her surviving family including 7 children, 12 grandchildren, 11 great-grandchildren, and numerous siblings and extended family members.
