Honors Milby's 25 years of service as assistant fire chief in Downs and service as assistant coroner in McLean County since 1990

Acknowledges Milby's collaboration with the Town of Normal on community events and maintenance of campus streets, sidewalks, and parking lots, as well as his involvement with Eastview Christian Church
