Honors the memory of Richard L. "Coach Van" Van Scyoc, who passed away on August 5, 2022.

Recognizes Van Scyoc's 46-year coaching career, including 15 years at Washington Community High School and 28 years at Peoria Manual High School, during which he accumulated 826 wins—the most in Illinois high school basketball history.

Notes his induction into the Illinois High School Basketball Coaches Hall of Fame and Greater Peoria Sports Hall of Fame, and the establishment of an endowed scholarship in his name at Illinois Wesleyan University in 2007.

Expresses the House of Representatives' condolences to his surviving family, which includes his wife Karen, four adult children, seven grandchildren, and eight great-grandchildren.
