Congratulates Bobby Toler Jr. on his retirement as a Union County Board of Commissioners member after 40 years and 7 months of public service.

Recognizes his prior roles as deputy assessor, Union County clerk, and commissioner, including implementation of a property record card system and conversion to electronic voting.

Highlights major accomplishments including securing a $357,375 Community Oriented Policing Services (COPS) grant, refinancing courthouse bonds to save $2,000,000 and reduce loan term by 7 years, and increasing county reserve funds by $1,000,000.

Notes his efforts to replace wooden bridges with culverts for increased safety and his attainment of Certified Illinois Assessing Official (CIAO) designation.
