Removes the requirement that educator licensure candidates pass a teacher performance assessment, effective July 1, 2021.

Maintains the requirement that all candidates pass a content area knowledge test for each endorsement area prior to licensure and before serving as teacher of record.

Removes references to teacher performance assessment from the Alternative Educator Licensure Program for Teachers, streamlining the residency and evaluation process.

Establishes a paraprofessional competency test allowing applicants with paraprofessional educator endorsements to obtain an Educator License with Stipulations without higher education requirements.

Retains existing provisions for content area testing, bilingual education testing, test administration frequency (at least 3 times per year), and racial neutrality in test design.
