Prohibits General Assembly members who take office on or after the effective date from registering as lobbyists and engaging in lobbying activities with members of the General Assembly for 2 years following the end of their most recent term of office.

Amends the State Officials and Employees Ethics Act by adding Section 5-45(h-5) to establish this new cooling-off period restriction specifically for legislative members.

Applies only to members taking office after the bill's effective date, creating a prospective restriction rather than affecting current officeholders.

Takes effect immediately upon becoming law.
