Empowers caregivers to approve children in foster care's participation in extracurricular, enrichment, cultural, and social activities using a "reasonable and prudent parent standard" without prior approval from the Department, caseworker, or court.

Defines the reasonable and prudent parent standard as careful parental decisions that maintain child health and safety while supporting emotional and developmental growth, considering the child's age, maturity, behavioral history, and ability to safely participate.

Protects caregivers from liability for harm to children in activities approved under the reasonable and prudent parent standard.

Requires the Department to ensure youth in their final year of high school complete a Free Application for Federal Student Aid (FAFSA) form or State financial aid application by November 1.

Adds FAFSA and State financial aid application documents to the list of documents the Department must help youth obtain before case closure to prepare them for independent adult living.
