Creates a new privilege under the Code of Civil Procedure for communications and actions during restorative justice practices, protecting them from use in civil, criminal, juvenile, or administrative proceedings unless waived by informed consent.

Defines restorative justice practices as gatherings such as conferences or circles where parties who caused or experienced harm and community members collectively work to repair harm, address trauma, and strengthen community ties.

Protects all statements, actions, and preparations related to restorative justice practices from discovery and disclosure in judicial or extrajudicial proceedings, with limited exceptions for preventing death or bodily harm, complying with other laws, or court-ordered reports.

Allows judges to consider otherwise-privileged information only when determining the legitimacy of a restorative justice practice if challenged in any proceeding.

Specifies that evidence otherwise admissible does not become protected from discovery merely because it was discussed during a restorative justice practice, and applies to all practices convened after the bill's effective date.
