Amends the Illinois Municipal Code to authorize municipalities to charge inhabitants storm water utility charges to offset costs of owning, maintaining, and improving local storm water infrastructure.

Adds storm water utility charges as a permissible charge under the Combined Waterworks and Sewerage Systems Division alongside existing water and sewer service charges.

Allows municipalities to establish separate rates for storm water services or combine them with water and sewer rates through municipal ordinance.

Requires storm water utility charges to be sufficient to pay operation, maintenance, depreciation fund, and principal and interest on related revenue bonds.

Storm water utility charges become liens on real property when delinquent, subject to the same notice and foreclosure procedures as existing water and sewer charges.
