Amends the University of Illinois Act to expand eligibility for veteran children scholarships to include service from August 2, 1990 onward.

Extends scholarship eligibility to children of veterans who served during periods when personnel qualify for the Kosovo Campaign Medal, Armed Forces Expeditionary Medal, Operation Enduring Freedom, or Operation Iraqi Freedom.

Maintains existing scholarship structure: each county receives up to 3 annual scholarships for children of armed forces veterans, with preference given to children of deceased or disabled veterans.

Requires scholarship recipients to pass public examinations, demonstrate proficiency in secondary school subjects, maintain good moral character, and be at least 15 years old.

Provides tuition-free instruction at the University of Illinois for at least 4 consecutive years to selected scholarship recipients.
