Exempts transportation services from Illinois's managed care medical assistance program, effective upon the bill's passage in the 102nd General Assembly.

Specifies exempted transportation providers include ground ambulance service providers, medi-car providers, service car providers, and taxi service providers.

Requires these transportation services to continue being paid through the State's traditional fee-for-service program rather than managed care.

Amends Section 5-30b of the Illinois Public Aid Code to establish these exemptions.
