Amends the Illinois Public Aid Code to allow individuals who fail to qualify for Medicaid based on excess income or assets to establish eligibility by paying their monthly spend-down amount to the Department of Healthcare and Family Services.

Requires the Department to seek federal approval of a State Medicaid Plan amendment by July 1, 2007 to implement the spend-down provision.

Permits a third party to pay the monthly spend-down amount on behalf of an individual applicant.

Grants individuals up to 6 consecutive months to submit medical receipts and bills as evidence of paying their monthly spend-down obligation before losing eligibility for medical assistance.

Takes effect upon becoming law.
