Removes the December 31, 2023 sunset date from annual reporting requirements, making the reports permanent and ongoing indefinitely.

Expands reporting scope to include youth waiting for psychiatric hospitalization in addition to placements, and requires reports to be posted on the Department's website.

Adds three new reporting categories: youth placed in out-of-state residential treatment facilities with details on in-state referral attempts; youth not in Department custody subject to investigations involving psychiatric hospitalization beyond medical necessity; and youth in emergency rooms for longer than 24 hours waiting for psychiatric hospital admission.

Requires detailed information for each category including youth demographics, recommended placement types, barriers to placement, actual placement outcomes, and critical incidents such as emergency medication use or restraints.

Maintains existing requirements to report on youth in emergency placements exceeding 30 days, psychiatric hospitalizations beyond medical necessity, and detention facility stays due to lack of appropriate placements, plus Department steps to reduce wait times.
