SB0115 Summary

• Requires the Department of Children and Family Services to implement a specified rate reimbursement methodology (89 Ill. Adm. Code 356.50(f)) beginning in State Fiscal Year 2022 and each year thereafter when calculating payment rates for private agencies providing child welfare services.

• Payment rates must include an amount equal to any increase in general inflation as measured by the consumer price index (specifically the Bureau of Labor Statistics index for all items less medical care in Midwest urban areas).

• Applies to rates for residential services, specialized/adolescent/treatment foster care, traditional foster care, intact family services, and teen parenting services.

• All payment rate increases are subject to appropriation by the General Assembly.

• Takes effect immediately upon becoming law.
