Amends the Chicago Police Pension Code to modify service credit provisions for police officers on leave of absence assigned to safety or investigative work for Cook County, the State of Illinois, or the federal government.

Requires officers to be on official leave of absence from the police department to receive service credit for investigative work performed as civilian employees of the police department.

Defines "investigative work" as systematic inquiry into the obtainment and examination of facts and evidence, excluding simple information gathering.

Requires the pension board to reconsider denied applications for service credit submitted between January 1, 1992 and April 1, 2008 for officers assigned to Cook County safety or investigative work, effective January 1, 2021.

Mandates officers contribute required amounts within 5 years of application approval but before retirement, with sole responsibility resting on the officer to ensure all contributions are received by the fund; exempts implementation costs from State Mandates Act reimbursement requirements.
