Allows currently married persons to request a marriage certificate with gender-identifying language (such as "bride" and "groom") removed or changed to gender-neutral terms like "spouse" by completing an affidavit and confirming identity with the county clerk.

Single-party requests for nongendered certificates only provide a copy to that individual and do not permanently alter the clerk's records; the affidavit and issuance are kept in permanent records.

Permits both married parties to jointly request gender identifier changes (changing "bride" to "groom" or vice versa) by appearing before the clerk, providing consent, and completing an affidavit; if the county has the technology and parties desire, such changes can be made permanent.

Requires county clerks working with the Department of Public Health to develop new certificate formats that can be issued instead of reproductions of prior records, without permanently marking or defacing original records.

Specifies that nongendered marriage certificates issued under this section shall not include language indicating the certificate has been amended or is inaccurate.
