Exempts drugs prescribed to residents of long-term care facilities, community-integrated living arrangements, supportive living facilities, intermediate care facilities for persons with developmental disabilities, and medically complex facilities for the developmentally disabled from the 4-prescription limit requiring prior approval.

Maintains existing 4-prescription per 30-day period limit for other medical assistance recipients, with exceptions for immunosuppressant drugs, oncolytic drugs, anti-retroviral drugs, and antipsychotic drugs.

Requires the Department to consider gender-based differences in drug effects when determining prior approval lists and to cooperate with other state departments in identifying psychotropic medications that may constitute chemical restraints in institutional settings.

Directs the Department to impose utilization controls on narcotic medications and specialty drugs while allowing 90-day supplies of generic or brand name non-narcotic maintenance medications when cost-effective.

Requires providers eligible for the federal Section 340B Drug Pricing Program to enroll in that program if they bill the Department for outpatient drugs.
