Establishes local school councils for each school attendance center consisting of 12 voting members (principal, 2 teachers, 6 parents, 1 non-teacher employee, 2 community residents), with secondary schools having an additional student member for 13 total members.

Requires school districts to check the Dru Sjodin National Sex Offender Public Website, Statewide Sex Offender Database, and Statewide Murderer and Violent Offender Against Youth Database upon election or appointment of council members, rendering individuals ineligible if they appear on these databases.

Establishes election procedures for parent and community resident members in even-numbered years beginning 1995-1996, with eligible voters casting votes for up to 5 candidates on second semester Parent Report Card Pick-up Day.

Requires candidates for council membership to disclose economic interests in contracts with the board and any conviction history, with failure to disclose rendering candidates ineligible for election or appointment.

Mandates that parent members must have children enrolled at the school and automatically lose membership upon graduation or voluntary transfer of their child, while teacher and community resident members must maintain employment or residency requirements respectively.
