Amends the Illinois Affordable Housing Act to add a definition of "common household pet" as domesticated animals such as dogs or cats kept for pleasure rather than commercial purposes.

Requires multifamily rental housing units of 500 square feet or larger acquired, constructed, or rehabilitated with Trust Fund money after January 1, 2022 to permit tenants to keep at least 2 cats or 1 dog under 50 pounds, regardless of breed or height.

Pet policy exceptions do not apply to service animals, dangerous or vicious dogs under the Animal Control Act, supportive living facilities, or elderly housing (age 55+/62+ depending on occupancy).

Establishes enforcement standards for pet policies including noise and sanitation compliance, registration, restraint in common areas, vaccination, sterilization, and timely waste removal.

Shields housing providers from liability for pet-related injuries except in cases of willful and wanton misconduct, and preserves existing disability accommodation requirements for service animals.
