Amends Section 17-131 of the Illinois Pension Code regarding the Chicago Teachers' Pension Fund (CTPF).

Clarifies that when an Employer or the Board of Trustees makes employee pension contributions on behalf of employees (rather than the Board of Education), those contributions shall not be deducted from employee salaries.

Changes references from "Board of Education" to "Employer or the Board" to broaden which entities can make employee contribution pickups.

Allows employees to receive the full benefit of employer-paid contributions without having those amounts subtracted from their take-home pay.
